# New Zealand CIMS

> Certified CIMS 3rd Edition training to strengthen crisis coordination, improve inter-agency collaboration, and manage incidents within New Zealand's national response framework.

*This content is available in full at: https://www.fixinc.io/service/new-zealand-cims*

The Coordinated Incident Management System (CIMS) is New Zealand's official framework for managing emergencies and incidents across multiple agencies. CIMS 3 is the current standard, focusing on shared structures, roles, and processes to ensure a consistent and coordinated response.

Training in CIMS 3 provides participants with practical tools for managing incidents of varying complexity, enhancing interoperability between organisations, and improving clarity in roles and communication. It is essential for any organisation involved in emergency response or working with government and emergency services in New Zealand.

## CIMS Disciplines

To support organisations in achieving resilience, Fixinc provides four New Zealand CIMS disciplines that, if validated annually, ensure comprehensive capability. Each discipline can be adopted individually but typically forms the core of a CIMS programme. When organisations first engage Fixinc, advisors review the progress of each discipline to determine current capability levels.

### Understand the Principles of CIMS

This module builds a foundational understanding of New Zealand's Coordinated Incident Management System, giving participants clarity on roles, terminology, and how multi-agency coordination works in a crisis.

- [Understand the Principles of CIMS](https://docs.fixinc.io/disciplines/understand-the-principles-of-cims.md): Foundational CIMS training covering roles and multi-agency coordination

### Apply The Application of CIMS

Practical application module for implementing CIMS principles in operational contexts.

### Identify CIMS Structure and Functions

This module breaks down the core structure of CIMS, helping teams understand how response roles, functions, and coordination cells work together during an incident.

### Demonstrate Situational Awareness

This module helps teams recognise and maintain situational awareness during dynamic incidents, building confidence in information flow, priority-setting, and coordinated response.

## Programme Integration

New Zealand CIMS aligns with Fixinc's broader resilience framework:

**Phase**: New Zealand CIMS forms the Planning Phase of the [Tungsten Diamond](https://docs.fixinc.io/tungsten-diamond.md) lifecycle.

**Maturity**: New Zealand CIMS involves four [Disciplines](https://docs.fixinc.io/disciplines.md) to reach full maturity.

**Maintenance**: New Zealand CIMS makes up a component of the [Maintenance Program](https://docs.fixinc.io/maintenance-program.md) offering.

**Getting Started**: Start a New Zealand CIMS programme within 48 hours with a [Consultation](https://docs.fixinc.io/consultation.md).

## The Tungsten Diamond

When assessing the maturity of an organisation's CIMS capability, Fixinc measures against the Tungsten Diamond model. This framework maps the full corporate resilience spectrum from compliance and planning through to real-time response and technology. The [Advisory Board](https://docs.fixinc.io/advisory-board.md) supports end response, while the Directory and Resilience Services provide ongoing access to [tools](https://docs.fixinc.io/technology.md), insights, and partnerships needed to strengthen planning.

## Client Portal and Advisory Board

F24 is the platform used for emergency notification and crisis management. It enables rapid, multi-channel communication during critical events, ensuring teams receive timely alerts and can coordinate effectively. Integrated with advisory services, F24 supports organisations in managing crises confidently and efficiently.

## CIMS Accreditation

In New Zealand, accreditation for Coordinated Incident Management System training is provided by the New Zealand Qualifications Authority (NZQA). NZQA oversees quality assurance of education and training providers, ensuring CIMS courses meet national standards. Training providers must obtain NZQA consent to assess specific unit standards related to CIMS:

- **Unit Standard 32158** (Level 3): CIMS 2 accreditation
- **Unit Standard 29553** (Level 4): CIMS 4 accreditation

Upon successful completion of accredited courses, learners receive nationally recognised credits recorded on their NZQA Record of Achievement.
